The new Rangers' participation in Scottish football next season is not certain despite accepting a 12-month transfer ban from the Scottish FA.

Administrator Duff and Phelps, which still controls the oldco Rangers, Sevco, the Scottish Football League, the SPL and SFA must all agree the package to allow the new Rangers to play in the coming season, starting on 28 July in the Ramsdens Cup away to Brechin City.
Sevco chief executive Charles Green had argued that a transfer ban would prevent the club competing as manager Ally McCoist has lost many of his players.
And, following a week of discussions, the SFA released a statement saying that Rangers had now accepted a transfer embargo, which would begin on 1 September and end on 31 August next year.
That would mean Rangers could make signings in the current transfer window but not in January or next summer, but Malcolm Murray, chairman of the new Rangers, stressed that no agreement had yet been signed.
"The choice is stark - take sanctions or risk not playing football at all," he said.
"We do not wish to gamble with the club's future. So, under duress, we have taken the difficult decision to accept some sanctions in order to move forward.
"A delayed transfer ban would be a bitter pill to swallow and will only be agreed to if the alternative is no football.
"We also regret that the any agreement with the SFA appears not to have the support of the SPL and, as such, it still wishes to impose further sanctions on the club for the actions of previous regimes despite already voting us out of its league.
"This is truly astounding to everyone at the club who is now in charge of rebuilding Rangers from Division Three, particularly as the SPL are still trying to benefit from our media rights."
Murray, though, appeared to suggest that accepting sanctions from the SPL for the use of controversial Employee Benefit Trusts to pay players may be necessary.
"Whilst we are deeply frustrated that the club and the new owners will have to accept some punishments for the sins of previous regimes, we are at the point where we have to move forward and get back playing football," he said.
"We will all continue to work hard over the coming days in order to begin the season and play our first match next Sunday."

from bbc, rangers accept transfer ban from 1st Sep to 31st August 2013. Which means that after next month Rangers won't be able to sign a player until January 2014. Feck them all, they have won, Green is a gutless bar steward. It is after all supposed to be a newco, so what are we being punished for. I have now given up and will not attend any Scottish football again. I will go down to Stamford Bridge more often now and watch decent football.

As you say everyone is entitled to their opinion. I have been going to Ibrox since the 60s, so I have seen my fair share of lean years and I have been going to watch Chelsea since I could afford it. I am not putting any more of my money into Scottish football because I don't want one penny of my cash going to subsidise any other club, no matter in whatever roundabout way it gets there. Rangers deserve punishment, no doubt, but when will it end, the SPL have still to decide what other punishments we should receive despite the fact we are no longer in that league. All I wanted is to be treated the same as Livingston, Motherwell or Dundee. The fact that they still want a cut of our media rights just shows that most of the SPL are a bunch of parasites and parasites should not be fed but starved so that they die and fall off. Rant over, enjoy the years ahead I am sure it will be fun but I prefer to watch my football in comfort now, sitting in nice stadia not standing on piss ridden terraces as I did 50-60 years ago.

Just how long does it take the SFA to make a decision are we going to be granted a licence to play in the third div of the SFL. Okay the decision has to be based on the Articles of the Association we can be suspended in which case we wont be playing football Again we can be suspended from the Scottish Cup fine if that is allowed then decide oh that leaves apart from debts of the old co which really should be part of the old co but to avoid three years of proper financial records prior to joining we might have to accept that debt,again fine but logic would suggest anyone owing money needs a repayment plan so again make a decision and instruct us how much and how long to pay back,finally the famous transfer embargo is it or is it not allowed two difference high court judges have different opinions so strike a balance (is that allowed) or too sensible instruct Rangerds that in order to get a licence the transfer embargo will stand for 12 months but after they have replaced the players lost as a result of the failed CVA There is no gain here simply an ability to actually replace the number of players who have left the club. Is it too much to suggest that when the SFA made the decision to place a transfer embargo no one knew that there would have been such a mass exit of players.

SFA have made the decision - ball is in Green;s court to comply with the conditions. He was given the heads up weeks ago and agreed to it but thought it was for D1. Financially he can't afford to agree to the sanctions, but at the same time he can't move forward without membership.

He needs to rollover and get on with it FFS.

He is just stalling hoping to force them to give him a licence before time runs out. THIS IS REAL, THIS IS HAPPENING.
When it does will we get the same "it's the company running the club, not the club itself" response!
What about the poor 26,000 shareholders that lost their money or the 7,000 debenture holders, ask them if Rangers went bust!!

We know that Bears dont do walking away though first team players do but when it comes to Charlie Green he moves so fast I dont know how he remembers what company hes chairing.

In January this year he was chairing Formation Group PLC but company results were down and perhaps he felt his jaikit was on a shoogly peg because on 11 January the Bermudan registered Nova Resources Ltd announced Charlie was now company chairman and a non executive director.

The Singapore-based Nova had only just joined the Alternative Investment Market (AIM) two days before with a market capitalisation of £6.37 million and Nova said Charlie would be a key asset in the Companys expansion. AIM was notified that Charlie was a current Director with Formation Group PLC.

Things appeared to go well because nine days after joining Nova he received a share option on 20 January of 1 million shares with an exercise price of 8.25p. But into each life must fall a little rain and on 22 February 2012 Formation Group PLC announced the resignation of Charles Green as non-executive chairman and director with immediate effect for personal reasons. As Charlie had been a founder chairman of Formation many years before his seemingly hasty departure was a bit of a surprise to say the least.

Another shock announcement followed on 17 May when Nova announced that Charlie had resigned with immediate effect in order to pursue other business interests had the immediate effect of losing his ONE MILLION share option. Ouch!

But days before quitting Nova the jet-setting chairman apparently had his sights on Rangers and a £30 million AIM Flotation which would give him a £3 million pay day making the cheap Nova share issue small fry by then. Its hard to pin down exactly when Charlie turned blue but in all of these things timing is important as we have seen all through the process including the D&P bidding process.

The Eagle landed in Glasgow bearing gifts and Hope for the Rangers support the media just wheeled-out the old Craig Whyte clips and dubbed-in Charlies face but I think they forgot to change the voice because when the Great Mans lips moved I could have sworn it was Craig Whyte speaking.

However, I even think the sun shone as Charlie told tales of mysterious investors from the Orient aka the Middle East, Asia and Far East who had heard of the famous Glasgow Rangers and wanted to be shareholders in an iconic club with a world recognised brand who played in the Scottish Premier League ah dont think they thought we used a haggis instead of a pigskin but I sometimes ponder what they knew about the parlous financial state of Scottish Football and the curious but unique dynamics of the Old Firm still I suppose thats what financial advisors are for.

Anyway Charlie landed in Glasgow and before we knew it he had bought the oldco and began building SevGer on the investments pledged by 20 individuals and families with a guarantee that no one investor could own over 15% and all investors would be named. Well, almost three months later, the beneficial shareholders are still shrouded in secrecy which even the SFA seems to be having difficulty cracking. This lack of transparency scares the living daylights out of the Ibrox support still traumatised by Whytes plundering and Murrays hand-washing.

The more cynical wonder if theres enough left in the bank to pay the £5.5 million oldco purchase price and bets are already being placed on how many months the club can survive before a double-dip liquidation event. All wagers hinge on whether the shell-shocked Rangers support will buy season tickets with the deeply-divided bluenoses heatedly and bitterly arguing the pros and cons of whether they should starve Green out or back their club.

Club ownership exposes another fault-line as Charlie started off with the usual assurance that the fans could end up buying the club I am fed-up explaining why this just cannot happen under the Charlie masterplan but it seems to be taking forever for the Ibrox support to waken-up to the real future they face. There can never be a successful AIM flotation of SevcoGers resulting in a core group of founder shareholders making huge profits on their investment if the fans were in control and formed the majority of shareholders with voting rights.

Green has apparently been jet-setting across Europe in the last few days presumably in a last gasp attempt to raise funding before the end of the month when the purchase price has to be paid. Help has come from two financial advisors, Imran Ahmad and Brian Stockbridge, previously associated with Nova in Singapore, who are now directors with Zeus Capital in Manchester which claims to have invested in SevGers along with anonymous associates. The two have been given seats on the SevGer board indicating their pivotal importance to Green.

Charlie and Zeus have crossed paths before as the company provided advice to the Formation Group while he was in the chair and in 2009 they advised on the sale of Proactive Sports Management, which Mr Green had previously chaired, to Gresham Private Equity for £22m.

But Charlie certainly didnt waste time on his short sojourn in Singapore and managed to sign-up Jude Allen, a partner in the Kuala Lumpur-based Lumira Hotels Group, as a Rangers shareholder. Again I cant help but wonder how far back Charlie saw blue as a lucky colour for him.

Agree, it's disgusting that some people would click disagree to the OP, it's a 13 year old kid who has died through no fault of his own. I don't know if those who clicked the disagree button just think they are being 'funny', but it is far from a joke. Hang your head in shame and pray that one day, you never catch this horrible disease, for if you did, trust me it's no laughing matter as i knew someone who suffered and ultimately passed away. One very annoyed bear.

more questions than answers gers, this is doing the rounds at the mo:-
Mr Green is under pressure. His dream of owning the famous Glasgow Rangers was not life long, nor even a year long yet. He never envisaged, I am sure the team playing in SFL3, nor many of his top players leaving with nothing coming to the Sevco coffers as a consequence.

Equally, as discussed by Ecojon in his recent posts on the blog, his investors, thinking that they were buying into an SPL club, might be rather shocked at finding that rather than AC Milan and Barcelona, the visitors to Ibrox would be Annan Athletic and Berwick Rangers!

The twin disasters of being admitted only to SFL3 and the departure of many millions of pounds worth of players, (although he only paid £2.75 million for the rights to them) have crippled his cash flow, and the season ticket boycott urged by many Rangers FC fans is no help either.

Mr Green has commented that Rangers FC has no players, and Mr McCoist has said he only has six,although my count suggested there were over forty.

Mr Green though has accepted that three of his internationals can leave, and they do so with his blessing for their loyalty.

Messrs Bocanegra, Edu and Goian are off.

As Mr Green was quoted saying by the BBC earlier this week:-

Goian has been very loyal, willing to stay in Division One, as have Edu and Bocanegra, said Green.

But you cant expect international players to play in Division Three.

Were going to lose some more now for different reasons than the others, added Green. But we can understand and we thank these players for their loyalty.

Note the second sentence in the quote.

You cant expect international players to play in Division Three.

One wonders what Messrs Alexander, McCulloch, Broadfoot and Wallace think about that. They are all international players who remain on the books.

Mr Green might mean one of a number of things.

He might mean that it is unfair to expect foreign internationals to play in SFL3, but for Scots ones it is OK.

He could have forgotten that he has the Scots players mentioned and therefore will now have them at his door looking for their release, against his wishes.

More likely, I think, is that he cannot afford to keep any of those players on, and would be delighted if they left. He is at the stage where cutting the payroll matters more than negotiating a high transfer fee for them. On the other hand, as long as the registration embargo is in the air, can he afford to lose players?

The players mentioned have joined Sevco Scotland as employees. If Mr Green chooses to dispense with them, the players will have rights to pay-offs for termination of their contracts. If Mr Green does not want to pay, then the players can sit, still entitled to their wages.

As Neil Alexander is paid a reputed £8,000 per week, it would not take long for his pay packet to eat up large sums from Rangers FCs depleted coffers.

If, and at present it is a large if, Sevco Scotland Ltd receives transfer of the SFA membership it has applied for, how many of the players mentioned above will turn out for Rangers FC?

Some of them might be willing, out of loyalty, to accept wage reductions. None of them could be faulted if they refused to do so however.

Mr Greens huge problem is cash flow. He has lost out on selling players, as a result of TUPE. Even if he received wrong advice about the position (and there is no evidence that he did) any claim would take a long time to come to fruition.

The lack of season ticket income is strangling the club, and I suspect that this year short term funding based on advance season ticket sales to a company like Ticketus would not be on the cards!

He is not helped by Mr Brown and his sniping. Mr Browns new plan, backed by Barry Ferguson we are told,was also reported this week by the BBC.

Former Rangers player John Brown has put £40,000 of his own money into a fans fund he hopes will wrest control of the club from the Sevco consortium.

He has already urged fans to boycott season tickets for the new Rangers that Sevco hope to field in Division Three.

It is only right that as I have been out in the front of this, I should put my own money in too, said Brown, who is to launch Rangers For Change.

Im not a wealthy guy and £40,000 represents a huge commitment for me.

Brown gave up his job as a Rangers scout to lead takeover attempts after the consortium led by former Sheffield United chief executive Charles Green bought Rangers assets for £5.5m after the failure to avoid liquidation.

I have meetings with bankers and lawyers arranged for the next two days and believe that, by the end of the week, I will be able to release further details of how Rangers For Change will work.

Brown wants wealthy people and former players to each match his £40,000 donation in the hope of raising about £10m he believes could buy out the consortium on behalf of the clubs supporters.

And he claims to already have the support of former Rangers captain Barry Ferguson, the former Scotland midfielder presently with Blackpool.

Brown, a member of the Rangers team that won nine titles in a row in the 1990s, said: I have spoken to Barry and he has promised me that he is 100% behind me.

Brown is suspicious of the motives and backers of the Sevco consortium that bought Rangers assets for £5.5m after the failure to avoid liquidation and retain a place in the Scottish Premier League. Sevco is negotiating with the Scottish FA to field a new Rangers in the Third Division next season, but Brown wants fans to boycott the new club and force it to sell because of a lack of funds.

Now, wasnt Mr Brown involved in an attempted by out three weeks ago where friends were offering Sevco a few million to sell on?

Mr Green might say that a fans buyout is unnecessary as he is offering the fans up to 50% of the club in a floatation. Would fans be happy buying Sevco out at a massive profit for Sevco? As we heard one of the directors thinks the club is worth £50 million on a bad day. It is hard mind you to see how the position could be worse now.

Until fans start to buy season tickets in numbers, how can Mr Green hope to balance the books?

Will he have to let his international players go, reluctantly, as he cant afford to keep them?

How will this affect the season ticket sales?

Can Sevco afford the food and beverages bill for Ibrox?

Remarkably there are still these and many more questions

We're getting taken for mugs fellow bears!

I think Bomber should start another breakaway form of the bear, Govan Rangers or Ranger of Glasgow, try renting a ground from another SFL club, start in the junior leagues then work our way into being in a strong position to apply to the SFL when a vacancy appears.
We could move to Hampden , play alternate weekends to the current tenants then eventually build our own stadium.
There's too many factions at the new Rangers for
Us all to get behind what's happening there, there's no such thing as a "rangers support" at the moment, FFS
All we've done is raised £600k, bought 250 season books
And a few thousand of the new jerseys.
This isn't what we're all about.
I think bomber just needs to put his energy into something like this.

Green doesn't have an SFA license yet so cannot legally sell tickets to fans or actually trade on footballing merchandise at all.

Why? Just because they voted the way you wanted to? The sooner you learn that clubs were free to choose their own destiny the better. Does this same mentality (or lack of it) apply to the 25 clubs in the SFL that voted you down to the 3rd Division? Are you going to give all those other 25 teams the same kind of 'backlash' as you have reserved for the 10 SPL teams that voted no? Or is it the case that you won't because Sevco are now the 'moral saviours' of Scottish football, trying to put a few quid in the back pockets of lower league teams? Remember, you choose to single out the big teams for voting no, surely you would do the same for the lower league teams who voted no. A comment in the paper the other week summed it up for me. It said "Rangers fans celebrating the fact they have been put down to Div 3 are like contestants on Big Brother trying to look 'happy' when they are evicted".

Killie's Chairman abstained from voting.
He has a duty to make the best decision for his club. He also did not want to upset his own fans.
Bottom line... he never voted for RFC and he never voted against.

His club were among the others who demanded that the vote was taken out of the hands of the SPL committee and given to the individual clubs and then he abstains - that says it all, the threats of other fans to boycott any team who voted yes worked

WIND-UP king Robin Galloway fooled footie minnows Brechin City into thinking Rangers chief Charles Green would parade around their ground — dressed as mascot BROXI BEAR.

The Clyde 1 DJ posed as the Ibrox supremo in a cheeky crank call where he duped City chairman Ken Ferguson into meeting a bizarre string of demands ahead of the sides’ Ramsdens Cup clash.

He also insisted on being served Yorkshire tea and having an ARMOURED CAR take him to Glebe Park.

Ken happily agreed to it all and told the fake Green he was “very welcome on the Scottish football scene”.

He even promised to join him on the pitch before next Sunday’s tie, which will be screened live on BBC Alba.

During the conversation ‘Green’ said: “I can take the head off of Broxi Bear and wave to the fans.” Ken replied: “I’m sure you can do that if you want... we’ve always wanted a hedgehog as our mascot.”

Last night Galloway, 50, said: “I joked he could come on as Harry The Hedgehog and he seemed keen.”

Good sport Ken added: “I’ve given permission for the clip to be aired, which I may regret.” It will be broadcast on Galloway’s show today starting at 4.40pm.

"I am delighted to have invested in The Rangers Football Club with my business partner Guy Gisborne"
