They should start by suspending McDowall 3 wins out of 10 and not interested in doing the job. If the new board are serious about getting out of this league McDowall must go immediately

The board need to come out and be upfront with the support they either get someone like Smith in for the final games in order to try and get promoted or they come out say there are keeping McDowall and don't want promotion
