Manchester City want him back also.
Genuinely don't see him coming to Rangers this summer unless it was a long term loan from his new side.

5mil plus add ons is what they're looking for now. Relegated teams have less bartering power when negotiating, especially now that they're a League 1 team with financial difficulties. The highest bid they've received so far is 2.6mil euro from Strasbourg.
It's thought he wouldn't want to go to a Premier League team to sit on the bench as it may hinder his international career. Rangers are the most attractive option as he'll get first team football and will be playing in European comps.

I am not convinced that Pierce Charles is worth the reported financial outlay. That said, his injury record is right up our street.

I have 0 idea if Charles is coming, but why would he go back to City? City are making a big push for Spike Brit to be in the first team, who's the next big thing. So I personally do not see him ending up back at City. Also don't see him coming to us either.

Can't see him going back to City. Look what happened with Trafford. And United are apparently after Karl Darlow, so would push Charles down the pecking order.
