I'm sure someone explained this to me before. It can look like that, but it's just the way his eyes are with the bags under them, I'm sure it's some sort of medical condition.

Iron deficiency, I think. My friend, who was young, always had dark bags under his peepers. He was told to take an iron supplement (not Bru). It did improve, but it was still visible.
