When Sutton says that not being a penalty is a shocker it tells you everything. View from behind the goal shows it clearly. Another VAR decision apology coming in mid week but that doesn't bring back the points.

It didn't look like the initial contact was in the box. It looked just outside, and the ref didn't give a foul, so maybe that's why VAR couldn't intervene.

It literally stopped Moore from getting his shot away, so regardless of whether it's a free kick or penalty, it should have been reviewed, a red card given and a free kick or penalty awarded.
