Apparently as the ref had not blown for a foul and VAR determined that first contact was outside the box then they can't recommend a free kick. but I thought it could have been covered by potential red card for denying a scoring chance.

Yes, if it's deemed a red card, but it wasn't.
If the challenge was inside the box, then VAR would have recommended a review by the ref, and likely it would have been a pen.

Should have been reviewed by the ref. The foul continued into the box, and as such was about as stonewall a penalty as you will see.

Strom, if the foul continues onto the line or into the box, then a foul can be given. Think you may need to brush up on the rules yourself. ?
