He wants to play in the English Premiership and also wants to play for Rangers. He's not coming to play for Rangers before the EPL.

Noodles77, he hasn't played much in the last 2 years. 20 starts in 2 seasons. ACL injury really stunted his progress. He went from being linked to Juve and Napoli for 30+ million to Bologna looking to get him off the books, with concerns he can't manage 2 games in a row.
