Totally get you're thoughts. I'd be same I don't think I'd want them.
However without cheating, Liverpool would've dominated that league for years.

Its very complicated, if stripped and everyone goes up a place the following question will arise off the top of my head:
1. Who missed out on Euro qualification?
2. Prize money for each EPL position?
3. Relegation - who played Man City?
4. Betting - omg where would it end?
Best just to demote to the lowest league and a transfer embargo for 10 years or something, a fine would be pointless.

For fans there's the question of titles but i think for the clubs its more the financial implications. Stripping their titles but not adjusting league positions is the easier option for them.
Adjusting positions would lead to more potential claims. I'm not sure how it would be quantified as TJBB shows there are so many ways it could affect things. Add in teams who got EL rather than CL, CL rather than EL, missed on CL. Do they look at it as if City were disqualified or do they say they exceeded spending rules by say 30% so gained 30% advantage so should lose 30% of their points from those seasons?
It would seem a precedent of sorts was set when Everton had to pay Burnley compensation for their financial rule breaches and in City's case that could mean dozens or hundreds of claims against them potential into the billions dragging out over years which i'm sure the lawyers would enjoy.
Id imagine EPL and City would prefer a one-off settlement. Can see a huge fine and points deduction, maximum demotion to Championship being eventual outcome once its been dragged out as long as possible via appeals to various courts and bodies.

If teams were to be handed titles would players not be due a bonus that could see a lot of players looking for cash and teams relegated players that had to take wage cuts would they be looking for compo and players at city would they be expected to pay back any bonus.
