The Compliance Officer has issued the following Notices of Complaint:

Alleged Party in Breach: Rangers FC
Date: Sunday, 29th July 2012
Disciplinary Rule(s) allegedly breached:

Disciplinary Rule 2 (By failing to procure that one of Rangers FC's officials, namely Charles Green, Chief Executive, acted in accordance with Disciplinary Rule 1 by (b) failing to comply with Articles 94.1 and 96.7 of the Scottish FA Articles of Association insofar as the said Charles Green brought the game into disrepute and did not act in the best interests of football and by (f) not behaving towards other members with the utmost good faith, all by making comments in a media interview which suggested that decisions taken concerning the future of Rangers FC were motivated, in part, by bigotry).

Principal Hearing Date: Thursday, 30th August 2012

Rangers FC have until Friday, 17th August 2012 to respond to the Notice of Complaint.

Rule 1: All member clubs shall:
(a) observe the principles of loyalty, integrity and sportsmanship in accordance with the rules of fair play;
(b) be subject to and comply with the Articles and any statutes, regulations, directives, codes, decisions and International Match Calendar promulgated by the Board, the Professional Game Board, the Non-Professional Game Board, the Judicial Panel Protocol, a Committee or sub-committee, FIFA, UEFA or the Court of Arbitration for Sport;
(c) recognise and submit to the jurisdiction of the Court of Arbitration for Sport as specified in the relevant provisions of the FIFA Statutes and the UEFA Statutes;
(d) respect of the Laws of the Game;
(e) refrain from engaging in any activity, practice or conduct which would constitute an offence under sections 1, 2 or 6 of the Bribery Act 2010; and
(f) behave towards the Scottish FA and other members with the utmost good faith.

Rule 2: Each member shall procure that its officials, its Team Officials and its players act in accordance with Rule 1.

Disciplinary Rule(s) allegedly breached:

(1) Disciplinary Rule 66 (Bringing the game into disrepute by calling into question the independence of the Judicial Panel that sat on 17th, 18th, 20th and 23rd April 2012 in respect of a case against Rangers FC and Craig Whyte).

(2) Disciplinary Rule 71 (Not acting in the best interests of Association Football by calling into question, in a media interview, the independence of the Judicial Panel that sat on 17th, 18th, 20th and 23rd April 2012 in respect of a case against Rangers FC and Craig Whyte).

(3) Disciplinary Rule 71 (Not acting in the best interests of Association Football by requesting, in a media interview, that the members of the Judicial Panel who sat on 17th, 18th, 20th and 23rd April 2012, in respect of a case against Rangers FC and Craig Whyte, be named in public).

Why were none of the SPL gang of directors who tore into rangers at every opportunity, even threatening boycotts, ever taken to task by the compliance officer. Thomson, Petrie Romanov, even Lennon threw his tuppence worth in.
Or perhaps this has still to come given that it's taken nearly 4 months to bring Ally up on a charge

Ally and Green disgraced themselves...couple of buffoons considering they both knew the consequences. Any charge they get is fully deserved IMO and if it costs us a player so be it, idiotic clowns playing to the media and the knuckledragging element of the support aren't needed at Ibrox. Also emotions have been running high over the summer.

While these factors do not excuse the actions they may go some way to explaining them.

Ally cant expect to spout off so much in the press and then get away with it, really needs to keep his tongue in check, look what happened to neil lennon in the last few years, spent lots of the season sitting in the stand. As for Charles Green, he really needs to act with a little more dignity, the gers were punished for wrong doings, staying in the spl was never gonna happen, a new season has started, get on with it! hopefully we gonna get to see an old firm game this year, maybe 2 in the cups.

Rangers versus Elgin game moved to the Sunday at 12.00, for live TV , another one of our home games for TV, means a cut in the crowd, anyone would think the planners were trying keep our crowds down, while paying the Club peanuts for the privilege.

Great planning as roads around Ibrox including PRW, are in use at the same time for the Great Scottish

THE SFA have given Newcastle owner Mike Ashley the green light to buy a stake in Rangers.
Tycoon Ashley will pay £2million for a 9.8 per cent share after vowing not to interfere in the running of Gers.

But after Ibrox chief Charles Green ditched a £48m, 10-year deal with JJB to sell Gers’ kit, Ashley will recoup his cash by selling the jerseys in his Sports Direct outlets.

However, the SFA only agreed to Ashley’s investment after he gave his word

The old club was condemned to liquidation, thus rendering all agreements invalid.

Rangers fans stump up 5 million in season ticket sales. The ground (ibrox) is worth on its, say 50 million.

Don't know about being 'better with JJB' as yes it would generate more up-front cash immediately but again that is the mistake that David Murray made during his stewardship. Immediate funding is not sustainable, according to the Daily Record it will bring in between £5m and £10m per year. Looking long-term it is a better deal but again we don't know the ins and outs of the potential deal, who knows it could be only to buy JJB etc out the market with the right to sell replica tops being retained by both Rangers and Sports Direct. We will just need to wait and see what the future brings.

Remember whilst Mike Ashley is not exactly Mr Popularity at Newcastle it cannot be denied that he has turned Newcastle around despite it being a largely unsuccessful initial start, Newcastle have to be one of the most sustainable clubs (based on player sales and signings) around in the Premiership.

Green is already on the record as saying the shareholder holding will be diluted moving forward as he intends to increase the number of shares available to purchase, thus 10% today will in terms of % in a years time actually be less than 10%. However, with Ashley he's offering the carrot of the shirt deal which will more than compensate for any future dilution and with those two Nottingham blokes doing the youth academy/agent (£1m cash, 10% shares - don't understand why Ashley has paid twice as much as those guys did for the same % of shares), there is an offset by earning fees from future transfer fees.

I know exactly how shares worka ya muppet, if you read my post properly you would see I quoted Green as confirming that any shares given out now WOULD be diluted in the future. This is so there is enough % available in the future for a fan share issue.

With Rangers kicking off the league campaign at Peterhead on Saturday and Peterheads home kit being blue, what kit will Rangers be wearing? On the Rangers website there is only one kit (the home kit) for season 12/13. Will Peterhead have to wear their away kit or will Rangers wear last seasons away kit or will the Rangers 3rd kit for season 12/13 which as far as I'm aware has not been officially unveiled?

They may wear last seasons for one game. The reason for the delay in the 2nd and possible 3rd kits is due to Mike Ashleys purchase of shares of the club. He has negotatiated selling all tops through his Sports Direct stores and as such Rangers are waiting for this deal to be done before releasing the tops.
