“We can confirm that representatives of Club 9 Sports have been involved with investigating, analyzing and considering a potential purchase of Rangers Football Club, plc on behalf of a group of interested parties from the US and UK. However, at no time has Club 9 Sports itself offered a bid to acquire the club. Our role has been as a member of a proposed consortium. We can also confirm that we have not met with, spoken to or otherwise been associated with Craig Whyte in any way.
Furthermore, Club 9 Sports will not be bidding for control of Rangers Football Club, plc. We understand that it has been strongly rumored that our group planned to “liquidate” the club. It should be made clear that any party that attempts to acquire the club, eliminate the debts, affect a turnaround, invest monies and put the club back on solid ground is in fact “saving” the club from liquidation and preserving its past and its future. In an asset purchase, all of the good and valuable assets (records, marks, names, trophies, players, staff, history) are preserved and separated from the bad and harmful liabilities (tax bills, bad contracts, creditors), which have put the club into administration and which act to force the entirety into liquidation. By putting all of the assets into a different corporate structure, the assets are in fact rescued from liquidation. Such a transaction would be very similar to the one that occurred at Leeds United in 2007, which simultaneously rescued that club, maintained its proud history and allowed the club to shed its debt burdens so that it could have the opportunity for future success.
Finally, we would like to acknowledge that any successful bidder for Rangers will indeed need to embrace the legendary fan base of the club and communicate with openness and regularity. There is no doubt that the remarkable record of championships won by Rangers is matched only by its equally remarkable support from legions of fans, supporters and followers throughout the world.”

Ticketus are owed £27m by Rangers and have agreed to reduce that to £10m should the Blue Knights gain control of the club.





This amount would be paid over nine years with no repayments at all in the first two years. Rangers would then pay approx £1.4m per year over the remaining seven years but only if Rangers qualify for European football. There are no repayments in any year that we don't.



There is no interest charged on the £10m.





Additional Working Capital



To aid the club through the next few years Ticketus will provide a £10m facility to fund operations.





Legal Proceedings



Rangers FC will not be pursued by Ticketus over any outstanding monies by they retain the right to pursue other parties regarding any losses they may have incurred.



It will open the way to the option for the Blue Knights to purchase the club via a CVA and hence avoid liquidation.

Rangers have applied to play in Europe next season, the club's administrators have confirmed.

The Scottish FA's deadline of March 31 for applications has been met, despite the Ibrox side appearing to fall short of two requirements in UEFA's guidelines.

Rangers' lack of audited accounts should, by the letter of the rules, see them unable to qualify for a UEFA Club Licence.

Additionally, the club's failure to meet outstanding tax payments which arose prior to the end of 2011 by the March deadline also fails to meet the basic conditions for a licence.

Rangers went into administration on February 14, having failed to meet PAYE obligations for players and staff of around £9m.

Ally McCoist's team are currently second in the Scottish Premier League table and, if they are granted approval to play in Europe, would play in the third qualifying round of the Champions League on the Non-Champions path.

Rules

Article 47 of UEFA’s Club Licensing Criteria states states: “Each licence applicant is required to provide a copy of its audited annual financial statements as defined in respect of the statutory closing date prior to the deadline for submission of the application to the SFA and prior to the deadline for submission of the list of licensing decisions to UEFA. Audited financial statements must include the auditor’s report. The auditor must be independent as defined in Annex 01 / 01.1 of Part 4.”

The Scottish FA requires clubs to forward a copy of audited accounts to them by March 31.

Article 50 refers to payables overdue towards employees and social/tax authorities and states: "Licence applicants must demonstrate that as at 31 March 2012 they have no payables overdue towards their employees or social/tax authorities as a result of contractual and legal obligations towards their employees that arose prior to 31 December 2011."

Paul Clark, Joint Administrator, said: “As administrators we are obliged, as part of our statutory duties, to put forward our initial report and statement of proposals to creditors by April 5. The report will be uploaded to the Rangers Football Club website (www.rangers.co.uk) from that date.

All creditors will have the opportunity to vote on the proposals. In essence, the proposals consist of a set of legal and technical resolutions which relate to routine housekeeping matters, for which the Joint Administrators are required to seek creditors’ approval. The proposals if approved, will allow the Joint Administrators to continue the administration process until an appropriate exit from administration can be found.

Advertisements will be placed in relevant newspapers tomorrow, giving notice of a meeting of creditors. This will not be a physical meeting of creditors. The meeting is to be held solely by correspondence in accordance with Rule 2.28 of the Insolvency (Scotland) Rules 1986. Voting forms and statutory notices along with the Joint Administrators’ statutory proposals will be available from 5 April 2012 from the website www.rangers.co.uk.

Votes by correspondence must be submitted by 12pm on April 20 and the process is part of standard administration procedure. For clarification this is not a creditors’ meeting at which a Company Voluntary Arrangement will be proposed, nor will any other form of exit from administration be determined at this juncture. Such matters will be formally considered once the sale process has reached a conclusion.”

That all needs to be negotiated. Likely that the SPL will find a way.

However there's no automatic entry into L3 for Rangers newco either. After back-filling down the structure the SFL will invite one from outwith the structure into L3. So Rangers newco will be considered against the usual Highland League candidates (and will most probably succeed).

The only problem is see with this is that if Ticketus were to chase others for their lost money then it is going to be CW that they chase. This means that there is no way that he will give up his shares for free, so I can see another long legal battle looming.

I dont know what everybodies smoking on this site, but to me its all been a scam. The latest is whyte will walk away if the admin. sell to the blue knights, but he doesnt call the shots any more so he should stay out of it, hes taken 24 million of rangers money and is keeping it. In others words if the tax man doesnt accept the blue kn offer he wont sell forcing the club into receivership! Is he for real. Its like everybodys playing russsian roulet with rangers.but the joke is whoever wins will have to put rangers into receivership its the quickest turnaround for the club the debt montain is just toobig. Whyte is hoping ticketus get the deal so he doesnt have to pay back the millions!

Whyte is still the owner no matter what the admin or club say. If he chooses not to walk away, they will have to deal with him. He won't go without being paid off, he didn't "buy" us without a plan to make some money out of it. He has acted like a weasel all along why would he begin to act all honourable now?

Wish to fxxx this would end 1 way or another fed up of here say! As a Celtic fan I fully understand we need rangers either old or new co. but it needs sorted quick cos it's season ticket renewal time and no one will buy b4 they no the product.

Bbc sports online reporting p Murray/ blue knights agree to proceed with a joint bid.
Absolutely no surprise there, they both desperately need each other. TBK cannot afford Ticketus to become Creditors as TBK could never offer a CVA.
Ticketus need TBK as they are the only ones unwilling to do liquidation. This may result in Ticketus losses.
Unfortunately, rumoured their last bid was least palatable of the three and they need to up their game. But needless to say its about running on debt and tight times.

As daft as it may seem losing the btc might be the best way forward. At the moment ticketus are calling the shots as they know they can get any proposed cva kicked out by themselves(the knights don't want them on board but need them or their bid fails before it starts but the price of this is that they'll be indebted to them for evermore) if the debt rises to such a level that ticketus own less than 25% of it their importance becomes much less significant and a deal can be agreed with hmrc who are likelly to take a more commercial approach. When portsmouth went into admin(the first time) hmrc took the approach ticketus are doing now so the admins went and "uncovered" about 20 million more debt than originally forecast to reduce the hmrc debt to below 25% of total which is ultimately how cva got approved
